why dont we consider exterior charges on taking flux on closed surfaces

Flux is nothing but number of lines of field passing through closed surface.The field lines passing through closed may also due to external charges, in closed surface the number lines entering not equal to number lines going out, this occurs due to presence of inside charge not outside which inside field opposing the external charge field due to inside charge.
