Newton stated that velocity=displacement/time. So why is the velocity 0 at its max height?

At max height velocity=0 is its instantaneous velocity at that time.So as it is at max height it cannot go further distance so its displacement is zero hence the velocity is zero. Velocity tells what displacement the body will cover just after that instance of time.
