friction is always an opposing force. so it reduces the motion of a moving block (it always acts opposite to the motion of a moving body)

Friction always acts opposite to the motion of the block and opposes it.It retards the motion of the body.

see study theory thoroughly inclined plane means as it is an external forces acting on the body as the forces excepting intermolecular forces are all external . so the friction as you know are of three types static , limiting , kinetic . in kinetic friction only the friction not opposes the relative motion but supports it . so it depends on which type of friction is acting upon , it also depends on the angle of repose .
