As per point No. 6.3 in the AIEEE 2011 Information Brouchure -

The number of attempts which a candidate can avail at All India Engineering/Architecture Entrance Examination shall be
limited to 03 (three) uniformly for all the candidates in consecutive years. The candidates passed +2 exam in 2009, 2010 or
appearing in +2 in 2011 are only eligible to appear in AIEEE-2011. Candidates passed +2 in 2008 or before or appearing in 2012
are not eligible to appear in AIEEE-2011.

So in that case, the short answer to your question will be YES..!   

i got 6338 rank in uptu and expect to get gcti kanpur i want to confirm about that college means how it is whether i can get it or not and how its place ment and also can i get any other govt college for that rank my parents can't afford private colleges fees...i am planning top give aiee nexr year while studying in gcti if in case i am not able to do so can i continue with it does it has good scope also tell me among these down which is best option for me

Well abhishek, we cannot comment on any particular college as such. But I would say that you are taking the right decision of joining GCTI this year along with preparing for AIEEE. There is only one thing that you need to be aware of.. Generally, 1st year engg. is very tough and requires a lot of effort. You cannot afford to not pay attention to your AIEEE prep, but you also should not forget about your college exams. So keep in mind that you will have a tough year ahead!  So Best of Luck for that!
